To reach a youth market that isn't going into record stores as much as they used to and so not seeing the big billboards displayed in there, music labels are turning to alternate methods to promote their artists. In fact the balance of power has shifted in the last year. Previously it was cell companies coming to the labels to ask permission to use their songs as ringtones and such. Now labels are actively approaching cell phone providers to get their artists' songs on phone networks. Songs are being made available not only on phones as ringtones and downloads but are being used in commercials for providers as well.
