The spot was created to coincide with the Tenacious D movie, Tenacious D in "The Pick of Destiny" that recently finished production. Regardless of where you stand on the issue, most anti-piracy ads are rather boring, but Black brings the funny in this one, and it's not often you hear the phrase "rocket sauce" in a public service announcement.
